This manual, through a questionnaire survey of prison systems, discusses classification of female offenders and offers guidelines to ensure effective classification processes.
Abstract
Definitions of classification, the matching of a prisoner to an appropriate institution, are presented. Additional considerations of job requirements, programs, and services for the individual prisoner are noted. General guidelines for classification of prison populations are listed. Questions to be answered prior to the launching of any reclassification program are offered. A survey of relevant literature on female classification is given. Data concerning women's grievances that may be alleviated by reclassification are listed. A sample State reclassification plan for females, used in Michigan, is discussed. The reasons for ineffective female classification are noted -their smaller numbers compared to the male prison population and the limited number of institutions that house women prisoners. The need for a statewide program, as opposed to an institution-specific program, is indicated; however, the need for attention to additional circumstances or variables is stressed. The importance of tailoring State policies and procedures to females and their facilities is noted. The particular needs of female offenders, regarding security, housing alternatives, and program needs are mentioned. The need for management assistance in addressing classification concerns is pointed out, along with the need for validation and review of all present classification systems. Major correctional classification objectives and characteristics of validated classification models are listed.
