DESCRIPTION OF POLICE ORGANIZATION, TACTICS AND PSYCHOLOGY TO BE USED IN DEALING WITH OFFENSES INVOLVING KIDNAPPING AND THE TAKING OF HOSTAGES IN WEST GERMANY.
Abstract
THE MOST IMPORTANT THING IN DEALING WITH TERRORIST-TYPE OFFENSES IS BEING PREPARED IN ADVANCE FOR THEM, SO THAT NO TIME IS LIST IN GETTING ORGANIZED AND GETTING STARTED WHEN WORK IS RECEIVED THAT SUCH AN OFFENSE IS IN PROGRESS. THE AUTHOR RECOMMENDS THE ESTABLISHMENT OF SPECIAL COMMITTEES TO DEAL WITH SUCH OFFENSES ON BOTH THE LOCAL AND THE STATE LEVEL. A DIAGRAM IS PROVIDED SHOWING THE PROPOSED ORGANIZATION OF SUCH COMMITTEES. POLICE TACTICS IN CONNECTION WITH OFFENSES INVOLVING KIDNAPPING AND THE TAKING OF HOSTAGES ARE DESCRIBED AND DISCUSSED. INCLUDED IS DISCUSSION OF THE INITIAL POLICE APPROACH TO THE SCENE OF THE CRIME, POLICE MEASURES AFTER HOSTAGES HAVE BEEN TAKEN, NEGOTIATIONS WITH THE OFFENDERS, AND THE USE OF SHARPSHOOTERS. --IN GERMAN
