This videotape is intended for use in training both mediators and parties involved in collective bargaining and presents five vignettes showing the use of mediation in various stages of labor management relations in a hypothetical city following an impasse.
Abstract
Following an introduction by the Chairman of the New York State Public Employment Relations Board, scenes are presented depicting bargaining between a city and its transportation workers union. At issue are work assignments, health care coverage, and other topics. Examples of appropriate and inappropriate statements by the mediator are shown in five scenes: the mediator's first entry into the impasse, the first joint session, the labor union caucus with and without the mediator, a hallway caucus, and a joint session in which the mediator's effectiveness becomes more apparent. A script guide and a manual presenting points to be discussed in the classroom accompany the tape.
