CALIFORNIA PROGRAM THAT ALLOCATED STATE FUNDS, NORMALLY USED TO INCARCERATE AND TREAT OFFENDERS, TO THE COUNTIES FOR THE DEVELOPMENT OF ADEQUATE PROBATION SERVICES.
Abstract
THE MAJORITY OF THE COUNTIES USED THEIR SUBSIDIES TO DEVELOP COMMUNITY BASED TREATMENT PROGRAMS FOR OFFENDERS. THE PROGRAM INCREASED THE QUALITY AND QUANTITY OF SUPERVISION RECEIVED BY PROBATIONERS, AND EXPERIMENTED WITH A VARIETY OF NEW CLASSIFICATION SCHEMES AND GROUP COUNSELING TECHNIQUES. NO OBSERVABLE INCREASE IN CRIMINAL ACTIVITY RESULTED FROM THIS PROJECT, AND IT DECREASED STATE EXPENDITURES ON CORRECTIONAL INSTITUTIONS.
