THE PROJECT BACKGROUND AND ACTIVITIES ARE PRESENTED, AND A DESCRIPTION OF THE COMPUTERIZED MODEL OF THE ATLANTA CRIMINAL JUSTICE SYSTEM DEVELOPED DURING THE PROJECT AS A TRAINING AID FOR CRIMINAL JUSTICE PLANNERS IS PROVIDED.
Abstract
THE CRIMINAL JUSTICE SYSTEM MODEL IS A MATHEMATICAL REPRESENTATION OF THE STATES, FLOWS, DECISIONS AND ACTIONS OF THE PARTICIPANTS IN THE CRIME RELATED ASPECTS OF A CITY. EQUATIONS ARE PROGRAMMED FOR CALCULATION ON A LARGE COMPUTER SO THAT THE TIME HISTORIES OF IMPORTANT QUANTITIES CAN BE SIMULATED AND PLOTTED FOR EVALUATION BY THE TRAINEE. IT WAS FELT THAT A PERSON'S UNDERSTANDING OF HOW THE PARTS OF A CRIMINAL JUSTICE SYSTEM ARE RELATED AND WHAT MIGHT BE THE CONSEQUENCES OF CHANGING DECISIONS OR BUDGETS WILL BE IMPROVED BY HIS INVOLVEMENT WITH THE MODEL. THE MODEL HAS SIX MAJOR PARTS OR SECTORS DESIGNATED CRIMINAL FLOWS, POLICE, COURTS, CORRECTIONS, FINANCIAL, AND COMMUNITY. THE OPERATIONS AND INTERACTIONS OF THESE SECTORS IN THE MODEL ARE EXPLAINED, AND FLOW CHARTS OF THE CRIMINAL JUSTICE MODEL SECTORS AND INTERACTIONS ARE PROVIDED. A DESCRIPTION OF THE MODEL PERFORMANCE AND A LISTING OF THE EQUATIONS AND CONSTANTS USED IN THE MODEL ARE INCLUDED AS WELL. FINALLY, A DESCRIPTION OF THE FORTRAN PROGRAM USED FOR THIS MODEL, INCLUDING THE PROGRAM DOCUMENTATION, A MODEL BUILDER'S GUIDE, AND A COMPLETE PROGRAM LISTING INCLUDING THE MODEL, IS PRESENTED.
