REVIEW OF MINNESOTA'S CRIMINAL JUSTICE SYSTEM AND OF CURRENT PROBLEMS AND ISSUES IN CRIMINAL JUSTICE, WITH CONSEQUENT RECOMMENDATIONS FOR STATUTORIALLY GIVING THE CRIME COMMISSION A MORE COMPREHENSIVE PLANNING ROLE.
Abstract
THE CITIZENS LEAGUE FEELS THAT CHANGES AND IMPROVEMENTS TO THE CRIMINAL JUSTICE SYSTEM SHOULD BE MADE ON A WELLCOORDINATED, SYSTEM-WIDE BASIS AND THEREFORE RECOMMEND A MORE DELIBERATIVE AND EVALUATIVE ROLE FOR THE CRIME COMMISSION. SUCH A ROLE WOULD CAUSE THE COMMISSION TO SHIFT AWAY FROM ONLY REVIEWING GRANT APPLICATIONS AND GIVE IT THE LEAD IN CREATING BASIC POLICIES AND IN MAKING LEGISLATIVE PROPOSALS. OTHER RECOMMENDATIONS CONCERN SUCH ACTIONS AS RECONSTITUTING THE CRIME COMMISSION, STRENGTHENING THE REGIONAL PLANNING PROCESS, AND FURTHER DECENTRALIZING PORTIONS OF THE PLANNING AND GRANT APPLICATION DECISION-MAKING. LISTS SHOWING 1970 GRANT EXPENDITURE DATA AND 1970 DISCRETIONARY GRANT AWARDS ARE APPENDED.
