THIS MANUAL REVIEWS FOR THE PURCHASING OFFICIAL THE VARIOUS STATE AND FEDERAL ANTITRUST LAWS WHICH AFFECT THE PUBLIC PROCUREMENT PROCESS AND THE PRACTICES WHICH HAVE BEEN FOUND TO BE ILLEGAL UNDER THOSE LAWS.
Abstract
METHODS OF DETECTING THESE VIOLATIONS ARE ALSO EXAMINED. IN ADDITION, OTHER CAUSES OF IDENTICAL BIDDING, METHODS OF MAXIMIZING COMPETITION IN THE BIDDING PROCESS, AND THE COORDINATION OF ANTITRUST ENFORCEMENT ACTIVITIES ARE CONSIDERED. THE MANUAL CONCLUDES WITH A DISCUSSION OF POSSIBLE VIOLATONS OF THE ANTITRUST LAWS BY PURCHASING OFFICIALS. (AUTHOR ABSTRACT)
