REVIEW OF THE TREATMENT OF YOUNG OFFENDERS AGED 17 TO 21, WITH PARTICULAR REFERENCE TO CUSTODIAL METHODS OF TREATMENT (INCLUDING AFTER-CARE ARRANGEMENTS) AND THE POWERS OF THE COURTS.
Abstract
PART ONE OF THIS REPORT CONTAINS AN ACCOUNT OF THE EVOLUTION OF THE YOUNG ADULT OFFENDER SYSTEM IN BRITAIN AND AN ANALYSIS OF CONTEMPORARY PROBLEMS. PART TWO CONTAINS DETAILED COUNCIL PROPOSALS FOR CHANGE. THE PRINCIPAL THEME OF THE REPORT IS THAT A SHIFT IS NEEDED IN EMPHASIS, AND THEREFORE IN DEPLOYMENT OF RESOURCES, FROM CUSTODIAL TREATMENT TO TREATMENT IN THE COMMUNITY. THE COUNCIL'S MAIN RECOMMENDATIONS FOR BRINGING ABOUT THIS CHANGE ARE: (A) A NEW SENTENCE OF CUSTODY AND CONTROL WITH AN EMPHASIS ON EARLY RELEASE TO SUPERVISION IN THE COMMUNITY, LINKED WITH THE DEVELOPMENT OF A NETWORK OF CUSTODIAL ESTABLISHMENTS SERVING LOCALISED AREAS. (B) A NEW NON-CUSTODIAL SENTENCE OF SUPERVISION AND CONTROL DESIGNED TO GIVE THE SUPERVISING PROBATION SERVICE STRONGER AND MORE FLEXIBLE MEASURES OF CONTROL OVER INDIVIDUAL OFFENDERS.
