This article describes a trial of noncommercial technology that allows data to be transferred in the 700 MHz band.
Abstract
Motorola is testing software applications that apply video, voice over Internet protocol, and high-speed mobile data access to intranet and Internet for everyday public safety use. This trial, named Greenhouse, is a collaboration between Motorola and Pinellas County, FL, public safety users. Project Greenhouse is attempting to understand how the spectrum and technology can benefit public safety and to prove the technology. Intranet access permits transfer of mugshot and fingerprint images, crime scene photos, and more. The technology also works with geographic information systems. Fire personnel can access maps with locations of fire hydrants, hazmat sites, etc. A street patrol officer can conduct live video conferences with a supervisor or departmental expert and can receive a brief training tape in his cruiser. The article considers that the highlight of the system is the ability of the officer to view the CAD system in conjunction with automatic vehicle location data from the field. A number of CAD capabilities previously available solely to a call-taker can now be accessed wirelessly. The article recommends that agencies begin the 700 MHz licensing process now so they can acquire the new spectrum when it becomes available.
