Abstract
This paper notes that the development and implementation of effective court security measures is an important aspect of State courts. In order to identify the best practices for court building security, the National Center for State Courts developed Steps to Best Practices. This document, developed as an appendix to the Steps to Best Practices report, contains guidelines for determining what constitutes best practices in court building security. These guidelines are presented in four parts: Part 1 identifies the estimated costs associated with implementing the recommendations contained in the Steps document; Part 2 includes a framework of priorities that a court may wish to follow in deciding when and how to implement the recommendations contained in the Steps document; Part 3 recommends strategies for seeking the funds necessary to implement the recommendations contained in Steps; and Part 4 describes performance and accountability measures that a court may wish to utilize in order to measure the effectiveness of implementation efforts and to sustain funding for those efforts. It is noted in the report that court building security is a serious and continuous goal that requires constant vigilance and attention, and that it should be the main priority for personnel involved in court security and building operations.
