RESULTS OF A REQUIREMENTS STUDY WHICH ANALYZED THE EXISTING STATISTICAL SYSTEM TO DETERMINE NEW SYSTEM REQUIREMENTS, AND AN OUTLINE OF THE NEW SYSTEM CONCEPT DESIGN WHICH WILL PROVIDE MANAGEMENT INFORMATION.
Abstract
THE ORIGINAL OBJECTIVE OF THIS STUDY WAS TO DEVELOP A DESIGN CONCEPT FOR A SYSTEMATIC METHOD OF INFORMATION COLLECTION; HOWEVER THE STUDY FOUND THAT A BROADER-BASED CONCEPT WOULD ACTUALLY BETTER SERVE COMMUNITY NEEDS. THE RESULTING SYSTEM DESIGN CONCEPT IS INTENDED AS THE BASIS OF A MANAGEMENT DECISION SYSTEM FOR JUVENILE JUSTICE: IT IS DESIGNED TO ASSIST IN A MANAGEMENT APPROACH TO RESEARCH, PROGRAM PLANNING, AND EVALUATION OF SERVICES TO TROUBLED YOUTH. THE PROPOSED CONCEPT WAS DESIGNED TO INCLUDE INFORMATION ON THE ACTIVITIES AND INTERACTIONS OF THE THREE MAJOR ELEMENTS INVOLVED IN JUVENILE JUSTICE PROCESSES: JUVENILES NEEDING SERVICES, PERSONNEL PLANNING AND PROVIDING SERVICES, AND RESOURCES FROM WHICH SERVICES ARE AVAILABLE. THE FOLLOWING NEW SYSTEM CONCEPT DESIGN AREAS ARE DESCRIBED IN THIS REPORT: OBJECTIVES, GENERAL SYSTEM DESIGN, INPUT FORMS AND PROCESSING, COMPUTER REQUIREMENTS AND PROCESSING, MASTER FILE STRUCTURE AND CONTENTS, OUTPUT REPORTS AND PROCESSING, AND THE IMPLEMENTATION PLAN. APPENDICES TO THE REPORT CONTAIN DATA ELEMENT DESCRIPTION SHEETS WHICH DEFINE THE SYSTEM'S THREE COMPUTERIZED MASTER FILES. (AUTHOR ABSTRACT MODIFIED)
