REGIONALIZATION, DEINSTITUTIONALIZATION, PROGRAMS FOR DANGEROUS AND DISTURBED OFFENDERS, RESIDENTIAL AND NON-RESIDENTIAL PLACEMENT, QUALITY CONTROL OF PURCHASED AND OTHER SERVICES ARE AMONG THE AREAS EVALUATED.
Abstract
SEVEN MAJOR DEVELOPMENTS ARE CONSIDERED TO REFLECT THE CENTRAL THRUST OF A LONG-TERM REFORM EFFORT. THE MOVEMENT FROM INSTITUTION TO COMMUNITY BASED CORRECTIONS IS SEEN AS THE FOUNDATION OF REFORM. DECENTRALIZATION AND REGIONALIZATION ARE CONSIDERED IMPORTANT DEVELOPMENTS IN THE REFORM. CLOSER WORKING RELATIONSHIPS BETWEEN JUVENILE JUDGES AND PROBATION PERSONNEL SHOULD BE CULTIVATED BY COURT LIAISON STAFF FOR THE COORDINATION OF DETENTION, DIAGNOSTIC, AND REFERRAL POLICIES. A VARIETY OF ALTERNATIVE RESIDENTIAL AND NON-RESIDENTIAL PLACEMENTS FOR INDIVIDUALS AND SMALL GROUPS IS ENCOURAGED. THE DEVELOPMENT OF MONITORING SERVICES TO INSURE THE QUALITY OF SERVICES PURCHASED FROM PRIVATE AGENCIES IS RECOMMENDED, IT IS REGARDED AS NECESSARY TO REASSESS PERSONNEL REQUIREMENTS, TO INITIATE STAFF DEVELOPMENT PROGRAMS, AND TO ARRANGE REASSIGNMENT, RETRAINING OR DISCHARGE OF FORMER STAFF MEMBERS TO MINIMIZE PERSONAL HARDSHIP.
