HAWAIIAN HEALTH AND COMMUNITY SERVICES COUNCIL STUDY TO DETERMINE EXISTING AFTERCARE SERVICES FOR JUVENILE DELINQUENTS AND NEEDED IMPROVEMENT OF THOSE SERVICES.
Abstract
THIS STUDY WAS DESIGNED TO DETERMINE (1) WHAT AFTERCARE, FOLLOW-UP AND FOLLOW-THROUGH SERVICES ARE IN EXISTENCE THROUGH THE HAWAIIAN JUVENILE JUSTICE SYSTEM AND (2) WHAT IS NEEDED TO MAKE THESE SERVICES MORE EFFECTIVE WITH RESPECT TO REINTEGRATING JUVENILES INTO THE COMMUNITY. METHODOLOGY USED WAS TO FOLLOW CHILDREN THROUGH THE JUVENILE JUSTICE SYSTEM NOTING EACH POINT OF ENTRY OR REENTRY, EACH POINT OF EXIT FROM THE SYSTEM, AND WHAT HAPPENS TO THE CHILDREN AS THEY MOVE THROUGH THE SYSTEM. STUDY DESIGN DID NOT INCLUDE FINDING OUT WHAT HAPPENS TO CHILDREN AFTER THEY LEAVE THE SYSTEM. THE REPORT DOES NOT CONTAIN FINAL ANSWERS TO COMPLEX, JUVENILE DELINQUENCY PROBLEMS BUT SERVES AS A BASELINE FROM WHICH ORDERLY PROGRAM DEVELOPMENT CAN LEAD TO MORE EFFECTIVE REINTEGRATION OF CHILDREN INTO THE COMMUNITY FROM THE JUVENILE JUSTICE SYSTEM.
