A PRELIMINARY REPORT ON A COMPARATIVE EVALUATION OF FOUR CALIFORNIA COUNTY POLICE PROJECTS.
Abstract
EVALUATION METHODOLOGY IS DESCRIBED AND PROJECT SUMMARIES ARE GIVEN FOR THE VENTURA, SAN BERNARDINO, SAN DIEGO, AND KERN COUNTY HELICOPTER PROJECTS. SAN DIEGO AND SAN BERNARDINO COUNTIES HAD COMPARABLE PROJECT OBJECTIVES OF SCHEDULED DAY AND NIGHT PATROLS OVER FIXED AREAS, PILOT DISCRETION IN ANSWERING CALLS, AND A CHARTER TO RESPOND TO SPECIAL ASSIGNMENTS, SEARCH AND RESCUE IN KERN COUNTY, THE HELICOPTER IS USED ONLY FOR THE SUPPRESSION OF RURAL CRIME, MAINLY THEFT IN VENTURA COUNTY THE HELICOPTER IS USED PRIMARILY AS A RESPONSE VEHICLE. THE EVALUATORS FEEL THAT THE LACK OF OBJECTIVE COMPARABILITY WILL RESULT IN A LACK OF DATA FOR COMPARISONS. THE PHASE I REPORT OF THIS EVALUATION IS NCJ-15573, AND THE FINAL REPORT IS NCJ-15567.
