Abstract
The introductory chapter presents an overview of the activities of Her Majesty's Chief Inspector of Constabulary in 1978. Police force strength and recruitment procedures (entrance tests, recruitment publicity, and the educational background of recruits) are described. Different types of police training, including specialist training, force training, and training at the Police College, as well as promotion criteria for police personnel are covered. Also, increases and decreases during the year for particular offenses, such as burglaries, sexual offenses, and robberies are reported. Information on traffic accidents covers accident investigations, vehicle examinations, licensing procedures, and drinking and driving. New scientific, technical, and computer developments, which help the police deal with their ever increasing workload, are described. Community relations and preventive policing are explained, with special emphasis on school liaison, juveniles, and victim support schemes. A section of the report on public order offenses focuses on terrorism, demonstrations and protest marches, and football hooliganism. Police discipline is analyzed in terms of commendations, complaints, and police discipline statistics. The final section focuses on police welfare, sport, and miscellaneous activities including various police trusts and provisions for police orphans. The report is supported by statistical tables and graphic data. Additional statistics, a list of members of the Inspectorate, a selection of summarized police citations, and other information are appended.
