AN ANALYSIS OF THE LINK BETWEEN HEROIN AND PROPERTY CRIME, INCLUDING RECOMMENDATIONS TO STRENGTHEN THE CITY'S RESPONSE TO THE PROBLEM OF ADDICT-RELATED CRIME.
Abstract
PROPERTY CRIME IN 1972 ACCOUNTED FOR 92 PERCENT OF THE PART 1 CRIME REPORTED TO POLICE. THIS STUDY UTILIZES VARIOUS METHODS TO ESTIMATE THE NUMBER OF HEROIN USERS AND THE PERCENT OF REDUCTION IN DRUG RELATED CRIME WHICH COULD BE EXPECTED TO RESULT FROM EXPANSION OF LA LLAVE, ALBUQUERQUE'S METHADONE MAINTENANCE PROGRAM. RECOMMENDATIONS INCLUDE THE EXPANSION OF LA LLAVE TO A TREATMENT CAPACITY OF 1,500 ADDICTS, A WELL-PUBLICIZED PROGRAM TO 'GET THE ADDICT OFF THE STREETS,' THE CREATION OF A PROGRAM WITHIN THE CRIMINAL JUSTICE SYSTEM TO IDENTIFY AND PROVIDE TREATMENT FOR HEROIN ADDICTS, AND THE STRENGTHENING OF EXISTING PROGRAMS.
