Abstract
A DETERMINATION OF WHETHER THE PUBLIC HAS BEEN DAMAGED BY OVERCHARGES, AN EVALUATION OF THE AMOUNT OF EXCESS PAYMENTS, AND PURSUIT OF SUCH WRONGDOING IN A MANNER WHICH TENDS TO DISCOURAGE ITS REPETITION IN THE FUTURE. STUDY CONCLUDES THAT UNDER PRESENT CIRCUMSTANCES AND PROCEDURES AN INDUSTRY GROUP WHICH CHOOSES TO FIX PRICES ILLEGALLY CAN FEEL ASSURED OF ENDING UP WITH AT LEAST DOUBLE ITS NORMAL PROFIT MARGINS.
