This document presents background materials used by an expert committee appointed by the Canadian government to examine policies, procedures, and other issues related to HIV infection and AIDS in correctional facilities.
Abstract
The materials include the policies in each province relating to HIV and AIDS in correctional facilities; the policies of the United Nations, World Health Organization, and Council of Europe; the policies of the United States, several European countries, and Australia; and Canadian case law and precedents. Other materials include the results of questionnaire surveys of Canadian correctional staff and inmates, a legal and ethical analysis of the disclosure of offender medical information, selected presentations at AIDS conferences in British Columbia, and lists of the individuals and organizations that submitted information and opinions to the Expert Committee on AIDS and Prisons.
