This research project focused on determining the future conditions that must exist within law enforcement agencies and their communities to transfer the procedures of the Drug Recognition Expert Program of the Los Angeles Police Department to other communities.
Abstract
The Los Angeles program is designed to improve the apprehension and prosecution of drivers who are under the influence of drugs other than alcohol. The conditions necessary for use of the Los Angeles program include an agency size large enough to permit the deployment of one drug recognition expert 24 hours a day, a strong commitment from the police chief and traffic commander, traffic officers with advanced field sobriety skills, laboratory support, proactive prosecutors, and a court system willing to accept a new program based on its demonstrated merits. The traffic commander should be responsible for implementing the program. The transition management plan should involve the crucial stakeholders and should include both external and internal management structures. Figures, tables, and 18 reference notes.
