The United Nations Interregional Crime and Justice Research Institute (UNICRI), in conjunction with the Government of Malta, sponsored a training course in human rights and crime prevention for police forces, held in December 1991.
Abstract
Three courses were held, for assistant commissioners, superintendents, and inspectors; security officer cadets; and criminal investigation department officer cadets, respectively. The courses all aimed to explain the fundamental elements of the Statement of Human Rights, their applications, the organization of the United Nations in this field, and the contacts and agreements between the UN and various countries in the implementation of human rights. Some of the specific topics covered in the courses included torture and other ill- treatment, principles of justice for victims of crime, prevention of crime, the code of conduct for law enforcement officers, the use of force and firearms by police, and a model drug abuse prevention project carried out by UNICRI in conjunction with national police.
