This document presents the 2003 annual report of the Illinois Department of Corrections (IDOC).
Abstract
The foreword by the Director of the Illinois Department of Corrections notes that the IDOC houses nearly 45,000 adult and juvenile inmates and monitors another 36,000 adult and juvenile parolees. Following a map of the Bureau of Operations and photographs comparing previous prison conditions with current prison conditions, the report offers a description of the Operations Division, which includes the Canine Unit and SORT, Correctional Industries, the Operations Center, and the Placement Resource Center. The next three sections provide descriptions of the adult correctional centers, the adult transitional centers, and the Illinois youth centers. The descriptions include summaries of their location, county, date opened, security level, gender of inmates, capacity, average daily population, average age of population, and average annual cost per inmate. Next, the adult correctional centers, Illinois youth centers, and adult transitional centers that offer services for women and families are reviewed. The next section, Chief of Staff, offers information about the Office of Affirmative Action, the Background Investigations Unit, the Central Screening Office, the Drug Screening Office, as well as many other offices that fall under the auspices of the Chief of Staff. The next section offers information concerning finance and administration. During fiscal year 2003, more than $8 million in grant funds were awarded to the IDOC and included grants for juvenile education and workforce skills development and for the acquisition of digital fingerprinting equipment. Medical and health services, including mental health and psychiatric services are described. The report also offers information concerning intergovernmental relations programs, investigations and intelligence, legal services, the Office of Communications, and parole. A statistical fact sheet offers the highlights of the report in table format and a series of graphs illustrate corrections data from fiscal year 1999 through fiscal year 2003. A section on “highlights” describes the IDOC response to the fifth tornado relief project and the Correctional Officer of the Year is recognized.
