IMPACT OF ALCOHOL OFFENSES ON THE CRIMINAL JUSTICE SYSTEM AND A REVIEW OF TREATMENT AND REHABILITATION RESOURCES AVAILABLE TO THE ALCOHOL OFFENDER IN MONROE COUNTY.
Abstract
THE MAJOR PICTURE WHICH EMERGES IS THAT OF A CRIMINAL JUSTICE SYSTEM HEAVILY BURDENED WITH HANDLING ALCOHOL AND RELATED OFFENSES, DESPITE ATTEMPTS IN RECENT YEARS TO UPGRADE EXISTING MEDICAL AND SOCIAL SERVICE ALTERNATIVES. CRIMINAL JUSTICE SYSTEM STATISTICS - FROM POLICE, COURTS, AND CORRECTIONS - ARE PRESENTED, AS WELL AS BASIC INFORMATION ON PROGRAMS CENTRALLY INVOLVED IN TREATING ALCOHOLICS AND PROBLEM DRINKERS. TWO SECTIONS OF THIS PAPER DEAL WITH THE IMPACT OF ALCOHOL USE ON CRIMINAL JUSTICE AGENCIES, BASED FIRST ON A LOOK AT THE STATE AND NATIONAL PICTURE, AND SECOND, ON AN ANALYSIS OF LOCAL STATISTICS. RESULTS ARE REPORTED OF A SURVEY OF EXISTING LOCAL FACILITIES AND SERVICES FOR ALCOHOLICS AND PROBLEM DRINKERS, AND OF A REVIEW OF THE KINDS OF PROBLEMS IDENTIFIED BY AGENCY PERSONNEL. THE APPENDIX CONTAINS PROPOSED LEGISLATION REGARDING PUBLIC INTOXICATION AND STATISTICS ON SELECTED OFFENSES INVOLVING ALCOHOL USE. (AUTHOR ABSTRACT MODIFIED)
