A DISCUSSION OF ORGANIZATIONAL DYNAMICS IN GENERAL IS FOLLOWED BY A MORE DETAILED LOOK AT THE KANSAS CITY, MISSOURI EXPERIENCE.
Abstract
THE AUTHOR IDENTIFIES A NUMBER OF SOUND PRACTICES WHICH ACCOMPANY AND REINFORCE THE DETERMINATION TO PREVENT CORRUPTION. AMONG THESE PRACTICES ARE THE PRESENCE OF AN OBJECTIVE INTERNAL AFFAIRS UNIT, OBTAINING THE SUPPORT OF THE COMMUNITY, AND A POLICY OF ROTATION OF ASSIGNMENT IN POSITIONS SENSITIVE TO CORRUPTION. THE PRIMARY FACTOR STRESSED IS AN EMPHASIS ON PRIDE WHICH CREATES A CLIMATE OF INTOLERANCE OF CORRUPTION.
