BY 1970, ORGANIZED CRIME WAS GROSSING MORE REVENUE IN THE BEDFORD-STUYVESANT SECTION OF BROOKLYN THAN THE FEDERAL GOVERNMENT WAS COLLECTING IN TAX FROM THE SAME AREA.
Abstract
AN EXAMINATION OF THE SOCIAL PROCESS OF THAT COMMUNITY REVEALS THAT ORGANIZED CRIME IS IMPACTING IN SOME WAY ON EVERY COMPONENT OF COMMUNITY LIFE. THE STEADY GROWTH OF ORGANIZED CRIME CAN BE ATTRIBUTED TO THE BREAKDOWN OF THE COUNTER-CRIMINAL PROCESS UPON WHICH SOCIETY HAS TRADITIONALLY RELIED FOR CONTROL OF ORGANIZED CRIME. THE CONSTRUCTION OF ECONOMIC, SOCIAL, AND DECISION PROCESS MODELS OF THE INTERACTION OF ORGANIZED CRIME AND THE BEDFORD-STUYVESANT COMMUNITY OFFER NEW INSIGHTS INTO THE PHENOMENON. EVERY INDICATOR POINTS TO THE SUSTAINED AND DYNAMIC GROWTH OF ORGANIZED CRIME AND THE CONTINUING DETERIORATION OF THE COMMUNITY. THE MAGNITUDE OF ORGANIZED CRIME'S OPERATIONS AND IMPACTS THAT ARE SHOWN WHEN THESE MODELS ARE FLESHED OUT MAKE IRRELEVANT MERE INCREMENTAL SOLUTIONS THAT RELY UPON IMPROVEMENTS IN THE PRESENT LAW ENFORCEMENT SYSTEM. ORGANIZED CRIME IS APPROACHING A POSITION OF DOMINANCE IN THE BEDFORD-STUYVESANT COMMUNITY AND IT WILL REQUIRE STRUCTURAL REFORMS IF THE PRESENT SYSTEM OF PUBLIC IN THAT COMMUNITY IS TO SURVIVE.
