A DESCRIPTION OF THE VARIOUS ACTIVITIES UNDERTAKEN TO IMPLEMENT THE STANDARDS AND A REVIEW OF THE GEOGRAPHICAL SCOPE OF THE IMPLEMENTATION PROGRAM'S IMPACT
Abstract
AN INDICATION OF IMPLEMENTATION AT THE STATE LEVEL IS FIRST PROVIDED. COMPARATIVE ANALYSES OF STATE LAWS AND THE STANDARDS HAVE BEEN CONDUCTED IN A MAJORITY OF THE STATES. BEYOND THE INITIAL STEP OF COMPLETING THE COMPARITIVE ANALYSES, IT IS STATED THAT 20 STATES CAN BE CREDITED WITH SUBSTANTIAL IMPLEMENTATION OF THE STANDARDS A BRIEF SKETCH OF STATE-BY-STATE PROGRESS IN THESE 20 STATES IS PROVIDED. THOSE STATES WHICH HAVE MADE PROGRESS IN INITIATING OMNIBUS HEARINGS ARE ALSO LISTED. IMPLEMENTATION AT THE FEDERAL LEVEL IS THEN REVIEWED, AND THE PARTICIPATION OF THE CRIMINAL JUSTICE COMMUNITY, INCLUDING THE JUDICIARY, PLANNERS, THE MILITARY, LAW SCHOOLS PROSECUTORS, POLICE, LEGISLATORS, AND DEFENSE IS DISCUSSED. OTHER AREAS OF IMPLEMENTATION SUCH AS THE CITATION OF THE STANDARDS BY APPELLATE COURTS, PRACTICAL UTILIZATION OF THE STANDARDS, AND CONFERENCES, SEMINARS, AND WORKSHOPS ARE EXPLORED AS WELL.
