A MEANINGFUL AND PRACTICAL PLAN FOR IMPLEMENTING IMPROVED BASIC TRAINING OF PEACE OFFICERS WITHIN THE STATE OF OHIO WAS FORMULATED.
Abstract
THE GENERAL RATIONALE UNDERLYING THE DEVELOPMENT OF THE PLAN WAS A SYSTEMS APPROACH TO TRAINING--AN APPROACH WHICH DELINEATES THE MAJOR FUNCTIONS THAT CONSTITUTE AN EFFECTIVE TRAINING SYSTEM. THE SYSTEMS APPROACH INCORPORATED IN THIS WORK PROVIDED FOR ATTENDING TO THE FOLLOWING MAJOR TRAINING-SYSTEM FUNCTIONS DURING THE FORMULATION OF THE PLAN OF ACTION - (1) DESCRIBING PERFORMANCE REQUIREMENTS OF NEWLY APPOINTED PEACE OFFICERS, (2) SPECIFYING BASIC TRAINING OBJECTIVES, (3) DESCRIBING TARGET POPULATION CAPABILITIES, (4) DESIGNING THE TRAINING PROGRAM, (5) VALIDATING THE TRAINING PROGRAM (6) IMPLEMENTING THE TRAINING PROGRAM, AND (7) VALIDATING THE TRAINING OBJECTIVES. TWO INTER-RELATED TYPES OF WORK WERE ACCOMPLISHED DURING THE GRANT PERIOD. ONE TYPE WAS PLAN-FORMULATION WORK. THE SECOND WAS WORK DIRECTED TOWARD PLAN IMPLEMENTATION. THE PLAN-FORMULATION WORK RESULTED IN THE PLAN OF ACTION FOR IMPLEMENTING IMPROVED BASIC TRAINING OF NEWLY APPOINTED PEACE OFFICERS. THE MAJOR THRUST OF THE PLAN-IMPLEMENTATION WORK WAS TOWARD ACCOMPLISHING THREE OF THE MAJOR TRAINING-SYSTEM FUNCTIONS PROVIDED FOR BY THE SYSTEMS APPROACH. THE THREE FUNCTIONS RECEIVING ATTENTION WERE - (1) DESCRIBING PERFORMANCE REQUIREMENTS THAT NEWLY APPOINTED PEACE OFFICERS ARE CALLED UPON TO DO, (2) SPECIFYING THE TRAINING OBJECTIVES FOR THE BASIC TRAINING OF NEWLY APPOINTED PEACE OFFICERS, AND (3) DESIGNING THE TRAINING PROGRAM TO BE IMPLEMENTED WITHIN OHIO.
