Abstract
THE FUNDAMENTAL OBSTACLE TO THE APPLICATION OF GENERAL AND RESPECTED MINIMUM RULES FOR PROTECTION OF NONDELINQUENT DETAINEES IS THE FACT THAT NO EXISTING CONVENTION OR INTERNATIONAL ACT AUTHORIZES THE DELEGATES OF THE INTERNATION COMMITTEE FOR THE RED CROSS OR OTHER HUMANITARIAN ORGANIZATION TO VISIT REFUGEES AND DETAINEES IN THEIR PLACES OF DETENTION. MINIMUM STANDARDS MUST TAKE INTO CONSIDERATION SUCH THINGS AS - THE LIVING, WORKING AND HEALTH CONDITIONS IN DETENTION FACILITIES - THE STATUS AND PERSONAL RIGHTS OF DETAINEES -AND MEANS BY WHICH DETAINEES ARE NOTIFIED OF CONDITIONS AND RULES APPLICABLE TO DETENTION.
