THIS REPORT PROVIDES AN OVERVIEW OF THE ACTIVITIES AND ACCOMPLISHMENTS OF THE PHILADELPHIA REGIONAL PLANNING COUNCIL FROM 1969 TO 1973.
Abstract
SPECIFICALLY, THIS REPORT OUTLINES THE HISTORY OF THE REGIONAL COUNCIL, DISCUSSES HOW THE COUNCIL IS CONSTITUTED, AND REVIEWS THE RESOURCES THAT HAVE BEEN MADE AVAILABLE TO THE COUNCIL. AN OVERVIEW OF THE PROBLEM OF CRIME AND DELINQUENCY IN PHILADELPHIA FOR A TEN-YEAR PERIOD IS PROVIDED; THIS IS ACCOMPANIED BY A DESCRIPTION OF THE WAYS IN WHICH THE PLANNING COUNCIL AND THE PHILADELPHIA CRIMINAL JUSTICE SYSTEM HAVE RESPONDED TO THE PROBLEM. THE PRIORITIES AGAINST WHICH THE COUNCIL HAS PLACED ITS RESOURCES AND THE RESULTS OF THESE PROGRAMS ARE ALSO DESCRIBED. IT IS NOTED THAT SIGNIFICANT ACHIEVEMENTS HAVE BEEN MADE IN SUCH AREAS AS BAIL REFORM AND IMPROVED BAIL SERVICES; THE EXPANSION OF PRE-ARREST SCREENING; AND THE ENCOURAGEMENT OF NEW STRATEGIES FOR POLICE DEPLOYMENT IN HIGH-CRIME AREAS. FINALLY, THE COUNCIL'S 1973 ACTION PLAN IS OUTLINED.
