This 1977 annual report presents data and information on the structure and activities of the New York State Commission of Correction.
Abstract
The organization and general functions of the Commission of Correction are described, and the 1977 accomplishments of the Citizens' Policy and Complaint Review Council, created to advise the Commission and establish and monitor an inmate grievance procedure, are listed. The Review Council expended much of its effort in support of alternatives to incarceration. Statistics and activities are also presented for the Correction Medical Review Board, which is charged with investigating all deaths in detention and correctional facilities and with making recommendations for improving health care delivery to pretrial detainees and sentenced offenders. The Commission, with the cooperation of sheriffs, is conducting manpower studies in all local correctional facilities, and emphasis is being given to the establishment of regional jails. The Commission has worked closely with the Department of Correctional Services to offer objective evaluations of facility operations and provide constructive criticism as part of an ongoing program to upgrade State facilities. All State facilities are evaluated on a scheduled basis, followed by comprehensive letters to facility directors. The Commission plans to use unusual incident reports and complaints about the State correctional system as means of identifying trends at facilities and in the system as a whole. Attention is given to the status and improvements of New York City correctional facilities. Three crises at correctional facilities are highlighted to show the Commission's flexibility and effectiveness in dealing with a variety of inmate disturbances. Training events sponsored by the Commission are briefly described, and special Commission projects funded by the Division of Criminal Justice Services are portrayed. Financial data of the Commission are presented, and appended are construction projects reviewed by the Commission during 1977, the names and addresses of correctional facilities throughout the State, and a listing of various criminal justice personnel.
