COLLECTIVE BARGAINING IS A TWO-WAY PROCESS, AND PUBLIC EMPLOYERS NOT ONLY CAN, BUT SHOULD BEGIN TO MAKE MANAGEMENT DEMANDS ON POLICE UNIONS TO THE SAME EXTENT THAT UNIONS ENGAGE IN THIS PRACTICE.
Abstract
ONE TERM OF MANAGEMENT BARGAINING DEMANDS THAT EITHER HAS NOT BEEN RECOGNIZED IN MOST JURISDICTIONS OR PUT TO LIMITED USE IS THE DEMAND TO IMPROVE THE POLICE AGENCY'S STANDARD OF PERFORMANCE (PRODUCTIVITY) AND TO IMPROVE INDIVIDUAL EMPLOYEE PERFORMANCE STANDARDS. UNION RESISTANCE TO PROGRAMS GEARED TOWARD IMPROVING AGENCY OR EMPLOYEE PERFORMANCE CAN BE ELIMINATED OR REDUCED BY MANAGEMENT NEGOTIATORS PLACING THESE PROGRAMS ON THE BARGAINING TABLE AND NEGOTIATING THEM INTO THE COLLECTIVE BARGAINING CONTRACT.
