A SURVEY OF THE STATUS OF CRIMINAL JUSTICE SERVICES - POLICE, COURTS, AND CORRECTIONAL PROGRAMS - IN THOSE COMMUNITIES SERVED BY THE BUREAU OF INDIAN AFFAIRS.
Abstract
THE HISTORICAL DEVELOPMENT OF CRIMINAL JUSTICE IN INDIAN COMMUNITIES IS REVIEWED BRIEFLY. RECENT BUREAU OF INDIAN AFFAIRS PROGRAM PLANNING FOR CRIMINAL JUSTICE IS ANALYZED MORE THOROUGHLY. THE PRESENT LEVEL AND QUALITY OF SERVICES FOR ALL INDIAN COMMUNITIES IS DESCRIBED IN DETAIL. INCLUDED AND IDENTIFIED ARE THOSE SERVICES PROVIDED BY THE BIA, THE TRIBES, LOCAL NON-INDIAN GOVERNMENTS AND OTHER FEDERAL AGENCIES. PROBLEMS ARE DEFINED AND DESCRIBED. WITHIN EACH PROGRAM AREA, OBJECTIVES ARE SET. PLANS AND PROGRAMS DESIGNED TO ACHIEVE THE OBJECTIVES ARE PRESENTED WITHIN THE CONTEXT OF THE CRIMINAL JUSTICE AND RELATED SYSTEMS. OPTIONS FOR ACHIEVING THE OBJECTIVES ARE SET OUT. THE RESOURCE REQUIREMENTS FOR EACH OPTION ARE DISCUSSED AND ANALYZED, AND RECOMMENDATIONS ARE MADE. THE RECOMMENDATIONS IN THIS STUDY ARE TENTATIVE PENDING A MORE COMPLETE CONSULTATION WITH TRIBAL LEADERS. THE VIEWS OF TRIBAL LEADERS WERE SOLICITED BY LETTER AT THE OUTSET OF THE STUDY. THEIR RESPONSES, HOWEVER, WERE NECESSARILY GENERAL AND INCOMPLETE SINCE THEY DID NOT HAVE BEFORE THEM THE DESCRIPTION OF THE CURRENT PROGRAM AND ANALYSIS OF THE ISSUES NOW CONTAINED IN THIS REPORT. THIS DOCUMENT IS INTENDED TO SERVE AS A BASIS FOR DECISION MAKING BY BOTH TRIBAL AND FEDERAL OFFICIALS. (AUTHOR ABSTRACT)
