FOLLOWING A REVIEW OF THE NATURE, SCOPE, AND DIRECTION OF SUPRANATURAL TERRORISM, PREVENTIVE MEASURES AND PRACTICAL CONTINGENCY PLANNING BY POSSIBLE CORPORATE TARGETS ARE SUGGESTED.
Abstract
ARGUING THAT TERRORISM WILL NOT DISAPPEAR BUT THAT IT MAY CHANGE FORM, THE INDUSTRIAL SECTOR IS URGED TO TAKE AN AGGRESSIVE ROLE IN COMBATING INTERNATIONAL TERROR. COUNTERTERRORISM MAY BE DIVIDED INTO FOUR FUNCTIONAL TASKS: PREVENTION -- AVOIDING TERRORIST INCIDENTS BY DENYING ACCESS TO SUITABLE TARGETS, BY PROTECTING CRITICAL TARGETS IN CASE OF AN INCIDENT, AND BY DETERRING SUCH ATTEMPTS THROUGH ADEQUATE SECURITY PRECAUTIONS; CONTROL -- ESTABLISHING MECHANISMS FOR COMMAND AND CONTROL OF GOVERNMENT AND PRIVATE RESOURCES TO ASSURE EFFICIENT RESPONSE TO AN INCIDENT, INCLUDING ADEQUATE INFORMATION AND DECISIONMAKING PROVISIONS DESIGNED TO SEIZE THE INITIATIVE FROM THE TERRORISTS; CONTAINMENT -- TAKING EMERGENCY MEASURES TO LIMIT THE TERRORIST ACT PHYSICALLY AND TO DIVORCE IT FROM THE INTENDED POLITICAL CONSEQUENCES PSYCHOLOGICALLY, WHICH INCLUDE ACTIONS TO LIMIT DAMAGE AND PROVIDE EMERGENCY HEALTH CARE; AND RESTORATION -- TAKING DELIBERATE ACTIONS TO CONCLUDE THE INCIDENT AND RESTORE NORMALCY. IN SELECTING THE TOOLS OF COUNTERTERRORISM, THE EFFECTIVENESS OF THE WEAPONS AVAILABLE TO TERRORISTS -- MACHINE GUNS, SMALL BOMBS, ANTITANK WEAPONS, SURFACE-TO-AIR ROCKETS, AND CHEMICAL AND BIOLOGICAL AGENTS -- SHOULD BE ASSESSED. INITIAL INDUSTRIAL SECURITY SURVEYS SHOULD INCLUDE THE MORE OBVIOUS PROTECTIVE MEASURES: SENSORS -- METAL DETECTORS, X-RAY MACHINES, EXPLOSIVE TAGGING AND DETECTING, DETECTION OF CHEMICAL, BIOLOGICAL, AND NUCLEAR AGENTS; ACCESS CONTROL SYSTEMS -- FENCES, VISION BARRIERS, INTRUSION SENSORS, CLOSED CIRCUIT TELEVISION, GUARD FORCE DEPLOYMENT; COMMAND, CONTROL, AND COMMUNICATIONS SYSTEMS -- CONTAINMENT METHODS, SECURE COMMUNICATIONS. ADDITIONALLY, THE VULNERABILITIES OF CRITICAL TARGETS SHOULD BE REALISTICALLY ASSESSED IN RELATION TO THE AVAILABLE COUNTERMEASURES. FINALLY, A CRISIS MANAGEMENT SYSTEM SHOULD BE DEVELOPED THROUGH A THOROUGH ANALYSIS OF GAMING, TRAINING, MANAGEMENT INFORMATION, AND ORGANIZATIONAL NEEDS. (KBL)
