REPORT ON THE RESULTS OF A 1973 MAIL SURVEY OF INSTITUTION SUPERINTENDENTS REGARDING THE USE OF LEGAL SERVICES PROGRAMS, OMBUDSMEN, FORMAL GRIEVANCE PROCEDURES, INMATE COUNCILS, AND INMATE UNIONS.
Abstract
RESPONSES TO THE 51-ITEM QUESTIONNAIRE SHOWED THAT FORMAL GRIEVANCE PROCEDURES WERE MOST COMMON, FOLLOWED BY LEGAL SERVICES PROGRAMS, INMATE COUNCILS, AND OMBUDSMAN PROGRAMS. ONLY 44 INSTITUTIONS REPORTED ATTEMPTS AT ORGANIZING THEIR INMATES. RESEARCHERS CONCLUDED THAT INMATE GRIEVANCE PROCEDURES WERE POPULAR, ALTHOUGH ADMINISTRATORS SEEM TO BE UNCLEAR ABOUT WHAT THEY REALLY WANT FROM THE MECHANISMS THEY ESTABLISH.
