The International Training Branch (ITB) of the Royal Canadian Mounted Police (RCMP) coordinates the training of international police officers in Canada and conducts police- related training in developing countries.
Abstract
Funded training provides financial assistance to countries that cannot afford training, while nonfunded training is available to countries that want to "buy" RCMP expertise in various law enforcement areas. Training requests must be received from or sanctioned by the requesting country's government; requesting countries must demonstrate an acceptable level of commitment to the rule of law and a respect for human rights. Liaison Officers (LOs) work from the Canadian Embassy located in various foreign countries to interact with local police authorities. LOs work to set up training programs in developing countries and recruit officers for RCMP in-service training courses, for training given at the Canadian Police College, and for the Observer Attachment Program. The role of ITB needs assessments in developing a course training standard is illustrated through examples of training programs implemented in Thailand, Namibia, and Zambia.
