Abstract
The State Planning Agency is seen as providing technical assistance in the form of skills and resource management to help the program accomplish its goals of giving drug treatment to inmates and preventing entry of drugs into the facilities. Details concerning timetables and assignment of responsibilities for implementation are discussed.
