The 1999 annual report of California's Judicial Council summarizes key trends, court workloads, and judicial branch achievements.
Major developments in 1998 focused on reforms related to State funding of trial courts, trial court unification, the jury system, access and fairness, and improving justice for children and families. The budget for fiscal year 1999-2000 was increased to fund court operations, new technology, jury reform, and measures to improve access to the courts.
