Abstract
THE INVESTIGATIVE ORGANIZATION CAN BE VIEWED AS A BLACK BOX RECEIVING DEMANDS AND SUPPORTS FROM THE ARMY AND THE SOCIETY AND PROVIDING THE INVESTIGATIVE OUTPUT NEEDED BY THE SOCIETY. THE MANAGER SEES THAT INVESTIGATIVE OUTPUT NEEDED AND REQUIRED BY THE ARMY AND SOCIETY IS IDENTIFIED AS THE GOAL AND SEES THAT HIS UNIT IS ORGANIZED AND OPERATED, WITHIN THE LIMITS OF LAW AND PROPERTY, IN THE BEST WAY TO ACHIEVE THE IDENTIFIED GOAL.
