MEASURES THAT HAVE BEEN INTRODUCED IN THE UNITED STATES TO BRIDGE THE GAP BETWEEN PRISONS AND COMMUNITIES ARE DISCUSSED.
Abstract
THE DISCUSSION FOCUSES ON THE INCREASED ROLE OF CITIZEN VOLUNTEERS IN INSTITUTIONAL PROGRAMS, THE DEVELOPMENT OF COMMUNITY WORK PROGRAMS FOR INMATES, AND THE EXPANSION OF TRANSITIONAL COMMUNITY RESIDENTIAL TREATMENT CENTERS. FUNCTIONS THAT CITIZEN VOLUNTEERS PLAY IN WORKING WITH INMATES ARE NOTED, AND GUIDELINES FOR ORGANIZING AND OPERATING A CITIZEN VOLUNTEER PROGRAM ARE OUTLINED. IT IS POINTED OUT THAT THE ESTABLISHMENT OF A STRONG COMMUNITY PARTICIPATION PROGRAM WITHIN THE INSTITUTION CAN BE AN IMPORTANT FACTOR IN ENABLING THE INSTITUTION TO MOVE TOWARD TRANSITIONAL PROGRAMS THAT FACILITATE THE INMATE'S REENTRY AND REINTEGRATION INTO THE COMMUNITY. THE GOALS OF COMMUNITY WORK PROGRAMS ARE ENUMERATED, AND FACTORS TO BE TAKEN INTO CONSIDERATION IN PLANNING SUCH PROGRAMS ARE NOTED. THE DEVELOPMENT OF THE COMMUNITY RESIDENTIAL CENTER CONCEPT IS TRACED, WITH REFERENCE TO VARIOUS TYPES OF CENTERS (HALF-WAY HOUSES, COMMUNITY TREATMENT CENTERS, DRUG AND ALCOHOL ABUSE CENTERS, MENTAL HEALTH RESIDENTIAL CENTERS). THE FUNCTIONS SERVED BY SUCH FACILITIES ARE DISCUSSED. MINNESOTA'S RESTITUTION CENTER PLAN IS DESCRIBED. THE IMPORTANCE OF INVOLVING THE CITIZENS OF A COMMUNITY IN THE DEVELOPMENT OF A COMMUNITY WORK PROGRAM OR A RESIDENTIAL CENTER IS POINTED OUT. FOR LECTURE 1, SEE NCJ-45342. (LKM)
