THE 1977 IOWA COMPREHENSIVE STATE CRIMINAL JUSTICE PLAN CONCERNS ALL PHASES OF CRIMINAL JUSTICE. AN OVERVIEW OF THE CRIME PROBLEM IN IOWA AND STATE RESOURCES TO DEAL WITH THE PROBLEM ARE PRESENTED.
Abstract
THE PLAN ANALYZES THE STRENGTHS AND WEAKNESSES OF THE LAW ENFORCEMENT, ADJUDICATION, CORRECTIONS, JUVENILE JUSTICE AND INFORMATION SYSTEMS SEGMENTS OF CRIMINAL JUSTICE IN IOWA USING LEAA'S 1977 GUIDELINES. BOTH A STATEWIDE AND REGIONAL ANALYSIS OF UNIFORM CRIME REPORTS (UCR) INDEX CRIMES IS PRESENTED. STATISTICS SHOW THAT IOWA HAS EXPERIENCED A 15 PERCENT INCREASE IN CRIME SINCE 1973, PROPERTY CRIMES CONSTITUTE THE LARGEST PART OF ALL IOWA CRIME (96.4 PERCENT), SUBURBAN CRIME HAS INCREASED AT A GREATER RATE THAN CRIME IN CENTRAL CITIES, AND RURAL AREAS HAVE EXPERIENCED A DECREASE IN UCR PART I INDEX CRIMES. PERSONNEL STATISTICS, GOALS AND STANDARDS, AND CLIENTELE STATISTICS ARE GIVEN FOR IOWA'S LAW ENFORCEMENT AGENCIES, COURTS, AND CORRECTIONS (ADULT AND JUVENILE), AND PROBLEMS SUCH AS MANPOWER DEVELOPMENT, TECHNOLOGICAL IMPROVEMENTS, COMMUNITY CRIME PREVENTION AND CORRECTIONS PROGRAMS, PROSECUTION DEVELOPMENT, ADJUDICATION TRAINING, CORRECTIONAL TRAINING, POLICE-JUVENILE RELATIONS, AND DELINQUENCY PREVENTION AND DIVERSION ARE ANALYZED. THE PLAN ALSO DETAILS THE EXPENDITURE OF LEAA FUNDS IN THE STATE, BUDGET ALLOCATIONS TO SUBSTANTIVE AREAS OF CRIMINAL JUSTICE, AND CRIMINAL JUSTICE SYSTEM PLANNING METHODOLOGY. THE STATE USES TRACIS (TRAFFIC RECORDS AND CRIMINAL JUSTICE INFORMATION SYSTEM) WITH TWO OPERATIONAL ELEMENTS: THE WANTED PERSONS AND STOLEN PROPERTY, AND UNIFORM CRIME REPORTS SYSTEMS. OTHER CRIMINAL JUSTICE COMPUTERIZED INFORMATION SYSTEMS IN USE ARE DISCUSSED. STATISTICAL TABLES AND CHARTS ARE INCLUDED. (DAG)
