JUDGES SHOULD BE THE INITIATING FORCE AND SHOULD EXERCISE THE FINAL DECISION IN ADMINISTRATIVE REFORM, BUT THERE IS MUCH THAT AN ABLE ADMINISTRATOR CAN DO TO IMPROVE THE DELIVERY OF JUSTICE WITHOUT USURPING JUDGES' AUTHORITY.
Abstract
THE RELATIONSHIP BETWEEN JUDGE AND COURT ADMINISTRATOR IS LIKENED TO THAT BETWEEN A CORPORATE POLICY-MAKER AND HIS GENERAL MANAGER WHO PUTS HIS POLICIES INTO ACTION. THE AUTHOR POINTS OUT THAT A WELL-ADMINISTERED COURT IS AN AID TO LAW ENFORCEMENT AND IMPROVES THE QUALITY OF JUSTICE.
