Abstract
THE RECOMMENDATIONS ARE THAT STATUS OFFENDERS BE REMOVED FROM THE JURISDICTION OF THE JUDICIAL SYSTEM, REPRESENTATION BY COUNSEL BE ASSURED, DETENTION BE MINIMIZED AND LIMITED, AND CHILDREN'S RIGHTS IN INSTITUTIONS BE OBSERVED AND PROTECTED. IN ADDITION, POLICE AND COURT RECORDS SHOULD BE CONFIDENTIAL AND EXPUNGEABLE, AND WAIVER TO ADULT CRIMINAL COURT SHOULD NOT BE PERMITTED. IMPLEMENTATION OF MOST OF THE AFOREMENTIONED REFORMS REQUIRES THE REVISION OF EXISTING STATE JUVENILE CODES. (AUTHOR ABSTRACT MODIFIED)
