Abstract
THE NATIONAL COUNCIL OF JEWISH WOMEN (NCJW) RECOMMENDS LIAISON WITH AN ADVISORY COMMITTEE, AND FORMATION OF A BOARD OF DIRECTORS AS STEPS IN THE PLANNING PROCESS. THE APPENDIX INCLUDES A SAMPLE BUDGET, A LISTING OF REGIONAL HEALTH, EDUCATIONAL, AND WELFARE OFFICES, AND A LIST OF STATE LAW ENFORCEMENT PLANNING AGENCIES. NCJW ADVOCATES CHILD PLACEMENT IN GROUP HOMES RATHER THAN FOSTER HOMES OR INSTITUTIONS, ASSERTING THAT GROUP RESIDENTIAL FACILITIES ALLOW FOR INDEPENDENT GROWTH AND ADULT SUPERVISION WITHOUT FAMILY TENSIONS WHICH MAY HAVE PREVIOUSLY EXISTED IN THE HOME ENVIRONMENT.
