CRITICISMS OF THE JUVENILE COURTS ARE REVIEWED AND SEVERAL MODIFICATIONS OF JUVENILE COURT OPERATIONS ARE SUGGESTED.
Abstract
WHILE MAINTAINING THAT THE JUVENILE COURT SHOULD RETAIN JURISDICTION OVER THE JUVENILE STATUS OFFENDER, THE AUTHOR STATES THAT A COMPREHENSIVE INTAKE SCREENING PROCESS AND COURT OPERATION OF A HOME DETENTION PROGRAM STAFFED BY PARAPROFESSIONAL YOUTH ADVOCATES ARE NECESSARY TO HELP COURTS DEAL WITH THE STATUS OFFENDER. SUCH REFORMS AS IMPLEMENTATION OF A STATEWIDE PROBATION SYSTEM AND DECENTRALIZATION OF PROBATION SERVICE OFFICES ARE RECOMMENDED. FINALLY, THE AUTHOR STRESSES THE IMPORTANCE OF PROGRAM PLANNING AND EVALUATION IN JUVENILE JUSTICE.
