THE GOAL OF PREVENTIVE AND REHABILITATIVE MEASURES IS SEEN TO BE THE DEVELOPMENT OF THE DESIRE AND ATTITUDE TO OBEY AND SUPPORT SOCIETY'S RULES.
Abstract
PERMISSIVENESS AND FAMILY DISINTEGRATION ARE CITED AS CAUSES OF JUVENILE CRIME. IT IS SUGGESTED THAT THE REHABILITATION PROCESS FOR YOUNG OFFENDERS SHOULD BE COMMUNITY BASED WITH THE INCORPORATION OF COMMUNITY LEADERSHIP AND PEER INVOLVEMENT. THE AUTHOR DISCUSSES THE USE OF FOSTER AND GROUP HOMES FOR FIRST OFFENDERS TO EXPOSE THE JUVENILE OFFENDER TO A HOME ENVIRONMENT, LOVE, AND COUNSELING. MEANINGFUL WORK OPPORTUNITIES AND PROTECTED ENVIRONMENTS MADE AVAILABLE THROUGH MINIMUM CHILD LABOR LAWS IS ALSO SEEN AS AN EFFECTIVE WAY TO KEEP YOUTH OUT OF TROUBLE.
