This annual report discusses the results of a Juvenile Justice Comprehensive Strategy Task Force consisting of diverse community stakeholders in Jacksonville, Florida, formed to develop a comprehensive and community-driven plan to fight juvenile crime in Duval County, Florida.
Abstract
Five high risk factors studied in the development of prevention plans and sanctions by the task force were: family management problems, lack of commitment to school, availability and use of drugs, early academic failure, and economic deprivation. Results of the work of the task force includes: a significant reduction in overall crime in Jacksonville; a decrease in the number of girls referred to the Florida Department of Juvenile Justice in 1998 and 1999; a commitment to development of fair and effective policies to reduce the over-representation of minority youth in Duval County's juvenile justice system; and the use of the Jacksonville Comprehensive Strategy as a model program by communities throughout the United States. A National Process Evaluation of the Nation's Comprehensive Strategy sites, including Jacksonville, scheduled for completion in July of 2001, was also conducted.
