REFORMS SUGGESTED INCLUDE DIVERSION OF CERTAIN TYPES OF OFFENDERS FROM THE JUVENILE COURT SYSTEM, UPGRADING THE QUALIFICATIONS AND SKILLS OF SOCIAL WORKERS AND PROBATION WORKERS, AND EARLY IDENTIFICATION OF AND HELP FOR CHILDREN WITH LEARNING DISABILITIES.
