THIS PUBLICATION DESCRIBES THE DEVELOPMENT OF A NEW SYSTEM OF JUVENILE JUSTICE WHICH INVOLVES AN INTERLOCKING NETWORK OF PROFESSIONAL SERVICES AND COMMUNITY RESOURCES WHICH AID YOUTHFUL OFFENDERS AND POTENTIAL OFFENDERS.
Abstract
BACKGROUND INFORMATION IS FIRST PROVIDED ON THE METROPOLITAN GOVERNMENT OF THE NASHVILLE-DAVIDSON COUNTY AREA, THE EFFORTS IN ANALYSIS AND DOCUMENTATION OF THE PROBLEM OF JUVENILE DELINQUENCY, AND THE EVOLUTION OF THE NEW JUVENILE JUSTICE SYSTEM. THE NEW SYSTEM IS A SERIES OF INTERLOCKING PROGRAMS REVOLVING AROUND A 24-HOUR, SEVEN-DAY-A-WEEK INTAKE AND CLASSIFICATION UNIT OF THE JUVENILE COURT. BOTH PUBLIC AND PRIVATE AGENCIES ARE INCLUDED IN THIS NETWORK. AMONG THE PARTICIPATING AGENCIES ARE THE TENNESSEE DEPARTMENT OF PUBLIC WELFARE, THE METROPOLITAN SOCIAL SERVICES COMMISSION, THE POLICE, THE JUVENILE COURT, THE BOARD OF EDUCATION, PEABODY AND VANDERBILT UNIVERSITIES, AND PRIVATE HEALTH-RELATED ORGANIZATIONS. AN EXECUTIVE CHILDREN AND YOUTH COORDINATING COMMITTEE OVERSEES THE PROGRAM AND INSURES INTERAGENCY COOPERATION. THE THRUST OF THIS NEW JUVENILE JUSTICE SYSTEM IS IN THE AREAS OF CRISIS INTERVENTION, DISPOSITIONAL ALTERNATIVES, AND REHABILITATION.
