AN EXPERIMENTAL DESIGN TO MEASURE THE IMPACT OF DIFFERENT PATROL TACTICS AS CRIME PREVENTION AND SERVICE DELIVERY MECHANISMS.
Abstract
TESTING OF THREE PATROL STRATEGIES IS TO BE CONDUCTED IN A 15-BEAT AREA OF KANSAS CITY. POLICE IN ONE SUB-AREA WILL CONDUCT RIGOROUS PROACTIVE PATROLING. INCREASED REACTIVE PATROL SERVICE WILL BE OFFERED IN ANOTHER SUB-AREA. THE THIRD SUB-AREA WILL RECEIVE STANDARD PATROL COVERAGE. THE EXPERIMENT IS DESIGNED TO ESTABLISH QUANTITATIVE RELATIONSHIPS BETWEEN SPEED AND TYPE OF POLICE RESPONSE AND CRIME RATE, CRIME DETERRENCE, PROBABILITY OF ON-SCENE APPREHENSION, AVAILABILITY OF WITNESSES, AND CITIZEN SATISFACTION. THE BASES FOR SELECTION OF TEST AREAS, HYPOTHESES TO BE TESTED, AND DETAILS OF THE METHODOLOGY TO BE UTILIZED ARE INCLUDED.
