TWO APPREHENSION-ORIENTED PATROL STRATEGIES TO BE CONDUCTED BY THE SPECIAL OPERATIONS TASK FORCE OF THE KANSAS CITY POLICE DEPARTMENT.
Abstract
LOCATION-ORIENTED PATROL TEAMS WILL BE DEPLOYED IN HIGH PROBABILITY CRIME AREAS TO CONCENTRATE ON STREET CRIMES, SPECIFICALLY ROBBERY AND PURSE SNATCHING. PERPETRATORORIENTED PATROL TEAMS WILL PERFORM OPEN AND LEGALLY LIMITED SURVEILLANCE OF HIGH PROBABILITY CRIME SUSPECTS. BOTH OPERATIONS WILL DEPEND HEAVILY UPON A COMPUTERIZED CRIME INFORMATION CENTER, THE OPERATION AND STAFFING OF WHICH IS DESCRIBED. OPERATIONAL TECHNIQUES OF BOTH PATROL FUNCTIONS ARE EXPLAINED. PROVISION IS MADE FOR EVALUATION OF THE PROJECT BY AN OUTSIDE FIRM.
