Abstract
THIS REPORT REFLECTS THE FORMULATION AND IMPLEMENTATION OF THE SYSTEM AND AN EXPANSION OF TRAINING PROGRAMS ALREADY IN EXISTENCE. OUTLINED ARE THE TRAINING NEEDS OF KANSAS, THE PROGRAM BEGUN TO MEET THOSE NEEDS, AND A QUANTITATIVE EVALUATION OF THE RECRUIT AND IN-SERVICE TRAINING SCHOOLS. THE APPENDICES CONTAIN PERTINENT TRAINING MATERIALS.
